puppet apply doesn't honor --catalog_cache_terminus

      Changes `puppet apply` to observe the `catalog_cache_terminus` puppet setting to be consistent with `puppet agent`. This way you can run `puppet apply <manifest.pp> --catalog_cache_terminus=json`, then puppet will store a cached copy of the catalog in `$client_datadir/catalog/<hostname>.json`. The default behavior of `puppet apply` is unchanged.

      I expected that 'puppet apply' would honor the catalog_cache_terminus setting. But it doesn't.
