Tidy output verbose and ignores loglevel

      Description

      We're attempting to declutter a normal / no modification Puppet run.

      One thing that spams us is tidy Notices on files it's not deleting because they are still defined in the catalog.

      Notice: /Stage[main]/Main/Tidy[/puppet-files/]: Tidying File[/puppet-files/stuff.tgz]
      Notice: /Stage[main]/Main/Tidy[/puppet-files/]: Tidying File[/puppet-files/stuff2.tgz]
      Notice: /Stage[main]/Main/Tidy[/puppet-files/]: Tidying File[/puppet-files/stuff3.tgz]
      Notice: /Stage[main]/Main/Tidy[/puppet-files/]: Tidying File[/puppet-files/stuff4.tgz]

      This output by default when nothing is happening seems strange. Further, it doesn't appear that we can stop this output even using loglevel.

      Is it possible to stop logging this by default and/or allow loglevel to work on tidy?
