puppet lookup command rejects `--merge first`

      The option '--merge first' was not available when using the lookup command. That made it impossible to override lookup merge-options given in data files.

      Description

      If the lookup data sets a default merge strategy for a key, it's impossible to override that strategy on the CLI and request a first-found lookup.

      ╚ᐅ puppet lookup datatest::testparam --merge first --node stranger.magpie.lan
      Error: Could not parse application options: The --merge option only accepts 'unique', 'hash', or 'deep'.

      This prevents a reasonable use case, and it conflicts with the behavior of the lookup() function (which does allow `first` as its third argument and behaves as expected).
