      As a puppet administrator, I want the catalog that I apply to produce the same results regardless of the updates that happen to out-of-band file content.

      Static Catalog

      1. requires both client and server work
      2. Happy Path: Master and node (Set to use cached catalog). Apply catalog with a file reference. Modify the file referenced. Reapply catalog. Verify that the result is unchanged from first run.
      3. Is it possible to still use older "source" parameters on nodes with direct puppet enabled? What should happen?
