    Description

      As a puppet administrator, I want the agents to only attempt to fetch out-of-band file content when they know that the local content does not match desired state.

      (Under the hood, we know that this would work by comparing the checksum for the file resource that's embedded into the Static Catalog against the checksum for the corresponding file on the agent's local filesystem.)
