File resources created by tidy do not inherit ordering

      Description

      I'm using the tidy resource to clear up some old files that are being used for a process manager (supervisord).

      I have file resources present for the current version to avoid them being deleted.

      I've set up the ordering so that the tidy resource runs after the process manager has completed reconfiguring.

      However, the file resources which are generated by tidy do not have this ordering applied - and so they happen early.

      From my point-of-view, ideally the created file resources should have a require on the tidy which created them, to ensure ordering.
