Inline file permissions

    Description

      While inlining file resource metadata, permissions (owner, group, mode) should only be inlined if source_permissions is set to use. They should not be inlined by default (ignore). Also permissions should only be inlined if not already specified in the manifest.

      Because the master doesn't have the knowledge to implement the logic of use_when_creating, we should raise an error if we see this value.
