Originally this FR was supposed to be done with PUP-5728. Factoring in the time versus risk it was decided to delay the final part of functional review to a later sprint.

Test Case

1. Setup a Puppet Master.
2. Use a "facts" file that has a custom Unicode fact
3. Create a hiera data file that uses the Unicode fact in the hierarchy.
4. Run "puppet lookup --facts" to lookup a symbol using the "facts" file.
