            Description

            This is a little known, and never used, instrumentation system in puppet. It was added for #9584, but has not been found useful for any of the work that we have done since then. Rather than having this code remain in the codebase and incur a maintenance cost, we should deprecate it and remove it in the next major release of puppet.
