Fix "Puppet agent fails to write the graph if puppet agent has never run" issue for other faces

    Description

      PUP-2638 fixed an issue where puppet apply failed to run when no puppet agent run had initially run after a puppet agent upgrade. This issue also needs to be fixed for the other puppet faces, such as resource.

      The issues is the graphs directory not being created:
