Add additional triggers like "ONLOGON" to scheduled_task resource on Windows

Including these additional available triggers is prudent to keep folks from needing to resort to using schtasks.exe. scheduled_task can handle creating scheduled tasks when run from the SYSTEM account, where using an exec with schtasks.exe errors trying to create tasks and requires folks to use a different user for the Puppet agent service.
