Add a proper 'noop' status to the report output

      Description

      At the moment, the PuppetDB terminus simulates its 'noop' report status, by analyzing the events in a report, and if it finds any noop ones it will mark the entire report as noop.

      However, sometimes a user has done this on purpose, and marked a single resource as noop.

      What is desirable, is that the puppet run itself turns a --noop flag, into something expressed in the report so we can be sure that the run was really a full 'noop'.

      When this is fixed, the PDB report terminus needs to be updated.
