Verify when puppet agent reloads configuration

Verify that agents will not eagerly reload configuration changes to "server" in the middle of a run and then try to connect to the new master provided, and that config changes will only be brought in during a HUP. (https://docs.puppet.com/puppet/latest/reference/man/agent.html#DIAGNOSTICS).

This is important because we will start managing the puppet agent config with puppet in PE for HA, and we want to make sure that agents will not observe new server values mid-run.
