Tag transaction events with sensitive data

When sensitive properties are synchronized, that sensitive context needs to be preserved when an event is generated for the property change. On this surface this will be adding another field to the Puppet::Transaction::Event class, but adding this field will ripple and affect things such as the report serialization format, PuppetDB, and potentially report processors. We'll need to add this field and understand how it'll impact the rest of the Puppet ecosystem.
