Performance enhancements for managing users on OSX

      Description

A typical macOS puppet run triggers around 125 executions of /usr/bin/dscl; most of these are the user directoryservices provider calling /usr/bin/dscl -plist . read /Users/<username> ShadowHashData for every user on the system.

The provider already calls /usr/bin/dscl -plist . -readall /Users, however, and this plist contains the ShadowHashData for all the users.

I think with some better memoization we can reduce the number of execs dramatically.
