      Description

The `puppet cert` application does not appear to work on Windows - specifically, actions that show info about certs.

As of filing this ticket, puppet cert print --all and puppet cert fingerprint --all do not return any text

puppet cert --help does print out the help, and puppet cert print without the --all flag does print an error specifying you need to provide hosts or --all when using print.

The reason this is problematic is that when deploying PE, admins can use `puppet cert fingerprint --all` to compare the agent's fingerprint with the one listed for the CSR on the master to ensure the agent is indeed who it says it is. A workaround is that the user could still navigate to the cert and ascertain the fingerprint with other tools than puppet, but this does not seem ideal.

Discovered during testing of puppet-agent build ebf41b536e32cf9c39a2d8cd9467ee1eff2ec705 in preparation for puppet agent 1.6.0 release.

Testing on Windows Server 2008 i386
