      If the production environment did not exist when puppet is run, it would create the directory as the user root and group root instead of the service account if its available. Puppet nows set the owner and group to the service account if it exists on the node.

      Description

      If the production environment does not exist, Puppet will automatically create it as a result of PUP-2519. Unfortunately, it creates the directory with ownership of root:root. To be consistent with Code Manager and file sync, it should be owned by puppet user and group (pe-puppet:pe-puppet for PE installations).
