      Previously, if a catalog had a dependency cycle (resource A depended on B which depended on A), then the run would fail with a cryptic error "Could not apply complete catalog", puppet would exit with 0 and the report was missing metrics information about the failure. With this change, puppet logs that a cycle was detected, exits with 1 and the report has the correct information about the failure.

      there is no failed nodes.
