Puppet does not change file to directory when selinux is enabled

      Description

      When having a file on the system (touch /tmp/foo)
      and mananging this file from puppet as a directory, puppet will not convert the file to a directory.
      e.g.

      class demo {
        File {
          owner => 'root',
          group => 'root',
          mode  => '0644',
        }
        file { '/tmp/foo':
          ensure => directory,
        }
        file { '/tmp/foo/bar':
          ensure => file,
        }
      }
