      Description

      In general the server setting should be ignored when server_list is present.

      In the case of PE HA, both 'server' and 'server_list' are present on a promoted replica, however the 'server' is incorrectly the old master certname rather than the current master (the promoted replica) certname.

      This is causing an issue on rebooted masters where the automatic puppet agent run on reboot fails, and each file resource request times out individually - currently causing the reboot test in CI to take 30+ minutes for the puppet agent run to complete and fail.
