`puppet module install` does not correctly install locale files

      Description

      When using `puppet module install` on a local module tarball that had a locales dir with a config.yaml, a ja/ folder with a PO file in it, and a POT file, not all of these got installed to the modulepath. The first time I tried it, only config.yaml came, the second time, only the ja/ folder. All of these are needed to correctly initialize display module translations. We should investigate what is wrong with the install command.

      It's unclear if this also happens for modules installed from the forge.
