Puppet may get surprising locale if modules use different default locales

      Description

      Given:

      • Puppet defaults to english and has japanese translations
      • A module defaults to german and has no translations
      • A module defaults to japanese and has german translations

      If I were a user with a german locale, I'd expect Puppet to be in english and both modules to be in german. If the japanese module is loaded last, I believe you will end up with Puppet in japanese and both modules in german.

      I haven't tested this out, just intuition based on how we update default locale in gettext-setup and then use it to negotiate locale.
