yum check-update does not support --config (install_options)

      Description

      Puppet Version: 4.10.10
      Puppet Server Version: 1.8.0
      OS Name/Version: Redhat 7

      install_options is ignored by yum check-update, when a custom yum.conf file is defined. This means "ensure latest" fails, because puppet does not see the latest packages from a custom repository.

      Reproduced with the following package definition.

       install_options => ['--config=/etc/custom/yum.conf'],

       

      Desired Behavior:

      Desired behavior should be:

      Debug: Executing: '/bin/yum --config=/etc/custom/yum.conf check-update' 

      Actual Behavior:

      Install option is ignored, thus puppet fails to "see" newer packages that are defined with the custom --config file.

      Debug: Executing: '/bin/yum check-update'
