Webrick support (previous deprecated) has been removed. This means that the `puppet master` command no longer exists. To run puppet as a server you must use puppetserver.

Description
We want to investigate removing the Ruby CA/catalog serving from Puppet so that we only have one implementation of a Puppet master/CA and thus avoid some terrible conflict cases. In order to feel more confident about the difficulty of this change, try ripping some things out and testing it out to see what breaks.
