When requesting task-details, puppet master now returns a list of all files from the tasks metadata `files` and `implementations['files']` keys.

Description
When a task has file requirements those files should be included in the Files list of the taskdetails response. There probably won't have to be changes in what file information is sent back to puppet-server but part of the work for this ticket should be validating that puppet-server has the information it needs.
