puppet can't recognize Include syntax in yum.conf

[root@localhost ~]# echo "include=http://repos.example.com/conf/yumconf.php" > /etc/yum.conf
[root@localhost ~]# /opt/puppetlabs/bin/puppet resource yumrepo foo ensure=present descr='foo repo'
Error: Could not run: Property with key "include" outside of a section
