Updates the default value of the hostcsr puppet setting to match where puppet actually stores the certificate request (CSR) while waiting for the CA to issue its certificate.

      Description

The hostcsr setting seems valid as it's similar to hostcert, hostcrl, but the setting is actually dead. Instead hosts generate CSRs and store them as "requestdir/certname.pem".

This ticket is to either make hostcsr resolve to the correct thing. Since it's changing the default value of a setting, it needs to happen in 7.0.
