Adds a "puppet ssl bootstrap" action that will perform the same SSL initialization that "puppet agent -t" does, but without the catalog application lifecycle (pluginsync, requesting a catalog, applying it, sending a report). The new action accepts the same {{--waitforcert}} option that {{puppet agent -t}} does. To only run once and never wait, specify a wait time of 0.
