puppet apply command fails when external modules are installed

    Description

      Running the puppet apply command on a manifest directory results in failures when using modules such as puppetlabs-stdlib.  I have created a test case to reproduce the issue which is available at the following address.

      This repo contains a simple manifest with a notify resource.  Applying the manifest will fail after adding the stdlib module.  Please see the README file for details.  Also of note is that the error is not limited to the stdlib module.  We have seen the same error from other modules such as our own internal network module.
