HornetQ server dies and does not restart when time jumps

When the server's time jumps by a large amount (e.g., by pausing the VM running the server for several hours) the HornetQ server dies and no attempt is made to restart it. This leads, amongst other things, to pending create-repo requests to never finish. The only remediation right now is to restart the Razor server.
