Add clojure skeleton for remote transport endpoint

We can begin working on the Clojure scaffolding and unit testing for the remote transport endpoint, even before the relevant Ruby code has been added to the Resource API. This work is likely similar to what was done in SERVER-2437 (https://github.com/puppetlabs/puppetserver/commit/2deb686496862e30272b9cf05f07f7419cbbfe7a), and should be based on the API schema determined in SERVER-2470.
