Weird problem with environment.conf

      Description

      Puppet Version: 5.5.22 and 6.19
      Puppet Server Version:6.14.1-1stretch
      OS Name/Version: Debian/Stretch

      After upgrading from puppetserver 5.5 to 6.19 I notice the modulepath are wrongly use.

      If I put in the environment.conf

      modulepath=modules:modules/OTHER

      the directory OTHER are not see as modules but somehow it still look inside modules/OTHER but throw error about non autorise name of the class

       

      But if I put

      modulepath = modules/OTHER:modules

       

      Everything work fine

      Desired Behavior:

      Maybe I miss  a special point but I don't see any actual reason why the order of those paths put in the modulepath should impact how those paths should be used.

       

      Actual Behavior:

      If I put

      modulepath=modules:modules/hosts

      in

      environment.conf

      and run puppet I got this error

      root@servername:~# puppet agent -vt --environment myself

      Info: Retrieving plugin
      Info: Retrieving locales

      Error: Could not retrieve catalog from remote server: Error 500 on SERVER: Server Error: Unacceptable location. The name 'servername' is unacceptable in file '/etc/puppetlabs/code/environments/myself/modules/hosts/servername/manifests/init.pp' (file: /etc/puppetlabs/code/environments/myself/modules/hosts/servername/manifests/init.pp, line: 28, column: 1) on node servername.fqdn
      Warning: Not using cache on failed catalog
      Error: Could not retrieve catalog; skipping run

       

      If I put

      modulepath = modules/hosts:modules

      everything work fine.
