Metrics will now be collected with Dropsonde by default. To opt out of metrics collection, configure dropsonde: { enabled: false } in puppetserver.conf. By default, Dropsonde collects metrics when the service is started and once a week thereafter.

Description
We want to switch dropsonde telemetry from opt-in to opt-out effective with the April release 7.16.0.
Update the default in puppetserver here https://github.com/puppetlabs/puppetserver/blob/aa1f9ac4f1a64bb52fe603da558693229de150a9/src/clj/puppetlabs/services/analytics/analytics_service.clj#L34 and make sure the config file has the right info about the default.
