This ticket organizes the work to validate the features defined in the the https://tickets.puppetlabs.com/browse/PE-8803 "Puppet 3 agent compat for Puppet Server 2.1" epic.

There has been substantial testing performed against this feature by the Puppet Server team. When this feature is present in a testable PE build, QA needs to document the testing and close this ticket.
