Puppet Server appears to treat filebucket files like UTF-8

    Description

      SERVER-269 & PUP-3812 appear to regress.
      Nate's "Simmons" module creates a file with random content from /dev/urandom. Occasionally, we see "invalid UTF-8 byte sequence" errors coming from a puppet agent run that stores a filebucket file. This probably indicates that we are still trying to parse files as UTF-8 instead of app/octet-stream.
