The puppet_agent tasks aren't released to forge yet and that makes it hard to use apply_prep with pcp nodes. Those nodes must have an agent on them already so we can skip agent installation and just collect facts for them.

puppetlabs-puppet_agent module isn't really in a state to release. Needs work to restore tests, and that's planned to primarily target a 2.0 release.

I misread the description: the goal wasn't necessarily to get a puppet_agent release with our tasks out. When running apply_prep over PCP, we can skip the puppet_agent tasks and go directly to collecting facts because we know the agent is installed.
