This can happen in any number of ways. Here are a couple that come to mind.

  • Add new fedora releases as just 22 instead of f22. Let the old f20/f21 releases wither and die as fedora EOLs them
  • Add symlinks from 20 to f20
  • Make a break and notify users
  • Some combination of the above

This doesn't require additional action - pre-puppet5 packages will continue to ship to f-prefixed directories and puppet5 and beyond will not have fs.
