I looks like, that rsync server is down for a while (8 hours).

I have the same problem connecting to rsyncd at apt.puppetlabs.com. The first time I noticed the problem was 2017-04-19, around 20:40 PDT.

As a consequence of recent infrastructure changes to improve download performance (see the post on the puppet-users mailing list for more information), rsync mirroring is no longer supported. We recommend using other HTTP-based mirroring tools like mrepo, reposync, or apt-mirror.

[~rw] Will your organization be updating/removing the instructions at https://apt.puppetlabs.com/README.txt to reflect this? That URL still contains rsync instructions.
