|Release Notes Summary:||Previously the helpful error text from `puppet cert` describing the new command alternatives would only appear when `puppet cert` was called with no arguments. It will now appear with any `puppet cert` invocation.|
|QA Risk Assessment:||Needs Assessment|
In Puppet 6, we disabled the puppet cert command, with the intention of making it print helpful error output in lieu of doing anything. However, the error text does not print when puppet cert is called with an action. We should update it to print the error output in all cases.
